Message From my perspective, when I hear someone say it needs to be tuned they are talking about the following:

1) Determine what the intended use of the vehicle will be (drag racing, street driving, track car)along with the intended fuel to be used (91, 93, c16 etc...). Obviously the next steps will depend on what you are doing with the car and what fuel you will be using.

2) After determining use of the car and fuel to be used, run a baseline on a dyno to determine the fuel curve.

3) Gradually turn up the boost and tweak timing and fuel to obtain a fuel curve appropriate for the type of fuel you will be using and how you will be using the car...building in a safe buffer zone so that you aren't running on the razor's edge of blowing the engine up just to get 2 more hp.

That's the basics but the above could also include adjusting the gap on the spark plugs, adjusting cam gears if you have them, adjusting nitrous, water injection etc.. all until you have a safe fuel curve.
